ASSUMPTION (continued)

Officials of the Department of Elementary Education, the Department of Revenue, the Department of Social Services stated the proposal would not affect their agencies directly.

Officials of the State Courts Administrator would expect some test cases exploring the parameters of the proposal but does not anticipate any material effect on the workloads of Missouri courts.

Advertisement costs for the proposal would be $3,990 per newspaper column inch for three publications of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2000 general election.

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal would replace section 7 of article I of the state constitution. The section currently forbids use of public money, directly or indirectly, in aid of any religion or cleric. This proposal would forbid the state or any political subdivision from making any law respecting establishment of religion or prohibiting the free exercise of religion.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
