FISCAL ANALYSIS

ASSUMPTION

The Department of Transportation, Department of Corrections, Department of Conservation, and Department of Public Safety, Missouri State Highway Patrol assume this proposal would not fiscally impact their agencies.

The Department of Insurance assumes this proposal would result in minimal fiscal impact on their agency, and existing staff would be used to implement its provisions.

Officials of the Missouri Consolidated Health Care Plan state this proposal would require some administrative costs to the carriers; however, any impact would be minimal.

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal requires all health insurance carriers to use a standardized form for insurance cards issued to the insured. The Department of Insurance is required to develop the standardized insurance card, including name of insured, place of employment, effective date of coverage, and amount of co-payment required. The Department of Insurance must implement this proposal through rulemaking procedures by January 1, 2000.
