FISCAL ANALYSIS
ASSUMPTION
Officials from the Coordinating Board For Higher Education (CBHE) assume the proposal would result in no fiscal impact to the agency.
Officials from Southwest Missouri State University, University of Missouri, North Central Missouri College, Harris-Stowe State College, Missouri Western State College and Truman State University assume the proposal would result in no fiscal impact to the institutions.
Officials from Linn State Technical College assume each new out-of-state board member would require an overnight stay, travel expenses and miscellaneous expenses. These costs are estimated to be $2,400 annually. The Oversight Division assumes the costs could be absorbed by the college with existing resources.

DESCRIPTION
The governing boards of Central Missouri State University, Southwest Missouri State University and each other public institution of higher education which is charged with a statewide mission would be a board of governors consisting of eight members, rather than ten under current law. Only one member would be nonvoting (three under current law). No more than two members would be appointed from any one county with a population of less than two hundred thousand inhabitants. Members in office on the effective date of the proposal would serve the remainder of the unexpired terms.
The proposal contains an emergency clause.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
