FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Economic Development, Humanities Council assume this proposal would not fiscally impact their agency.

Oversight assumes there could be a fiscal impact to the Missouri Humanities Trust Fund. Based on approved legislation from the 1995 regular session, the General Assembly could appropriate $1,000,000 to the Humanities Council Trust Fund. To date, the General Assembly has appropriated $300,000 each year for fiscal years 1997, 1998, and 1999 to the Missouri Humanities Council Trust Fund, for a cumulative appropriated amount of $900,000. Current law allows 50% of the funds appropriated to be used for program expenses. Presently, $100,000 is remaining that may be appropriated by the General Assembly prior to reaching the $1,000,000 limit, of which $50,000 may be used for program expenses. The current balance in the trust fund at the end of FY 98 was $205,132. This proposal would allow the Humanities Council to use all remaining funds in the trust, as well as any remaining appropriated amounts for program expenses, thus leaving a zero balance in the trust fund.

Oversight assumes the language of this proposal is permissive and that all funds appropriated may be used for program expenses. Assuming that all available funds could be used for program expenses in FY 00, Oversight has indicated a cost to the Missouri Humanities Council Trust Fund of $0 to ($255,132) for FY 00 and a zero fiscal impact for FY 01 and FY 02.

DESCRIPTION

Current law provides that the General Assembly may appropriate up to $1 M to the Missouri Humanities Council and 50% of that amount may be used for programming expenses. This act removes the limitation on the amount that may be used for programming expenses. The act does not change an existing provision that limits administrative costs to 5% of the moneys in the Humanities Council Trust Fund.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
