FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Economic Development - Public Service Commission (PSC) assume the proposal would have no fiscal impact on PSC, since it would codify practice under current law by allowing gas local distribution companies or intrastate pipeline companies to provide service to municipalities under terms and conditions set by the Missouri PSC. It would also codify the practice to allow any city, town or village that maintains and operates a gas distribution system to sell gas to non-residents located outside such city, town or village.
Officials from the Department of Economic Development - Office of Public Counsel (OPC) assume the proposed legislation would have no fiscal impact on their agency.
Officials from the City of Springfield did not respond to our fiscal note request.

DESCRIPTION
The proposed legislation would authorize municipalities to purchase gas for resale. The proposal would also authorize municipalities to sell gas to non-residents of the purchasing municipality.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
