FISCAL ANALYSIS

ASSUMPTION

Officials from the Coordinating Board For Higher Education (CBHE) assume the proposal would result in no fiscal impact to the agency because they are not involved in the new reporting requirements.

Officials from the Office of Administration assume the proposal would result in no fiscal impact to the agency.

Officials from the University of Missouri (MU) assume the fiscal impact would require seven new FTE staff to prepare, monitor and report the additional information required by the proposal:

Salaries $245,000

Benefits @ 20% 49,000

Supplies 25,000

Total annual recurring costs $319,000

The Oversight Division assumes that information needed to comply with the provisions of the proposal is already available, and one additional person per campus could compile the budget information for the General Assembly. Oversight assumes the first fiscal year the budget would be required to be submitted to the General Assembly would be for fiscal year 2002, assuming the proposal would be on the ballot in November, 2000. Oversight also assumes the FTE would not be hired until FY 2002.



Officials from the Secretary of State's Office (SOS) assume the proposal would result in statewide newspaper publication of constitutional amendments costing approximately $1,330 per inch x 3 printings = $3,990 per inch. Their estimate of the total number of inches for this amendment would be 10 inches, which includes a title header and certification paragraph ($3,990 x 10 inches = $39,900).

SOS officials assume the question would be put to the voters at the next general election in the year 2000. If the Governor would call a special election, the fiscal impact could exceed $1,000,000, depending on the date of the special election.

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

The Board of Curators of the University of Missouri would be required to provide a budget by campus with specified information. The budget would be provided to the General Assembly by October first of each year.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
