FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Elementary and Secondary Education (DESE) assume the proposal would result in no direct fiscal impact to DESE.
Officials from the St. Louis Special School District (SSD) assume the proposal could result in a positive impact for board members being appointed, rather than elected and some additional costs for additional meetings. They estimate net savings of approximately $70,000 per year. Costs are incurred during municipal elections, and the SSD shares in the total election costs. The Oversight Division assumes that since the costs are shared by the entities involved during municipal elections, the total election costs would shared by the remaining entities with issues on the ballot and the net local fiscal impact would be minimal.
DESE and SSD officials assume that removing the sunset provision of the SSD vocational education programs would result in no fiscal impact because a pending court order would take precedence over the statutory sunset date.

DESCRIPTION
The proposal would remove the expiration date of June 30, 2000 for the special school district to operate programs for vocational education.
Each new member of board of education of a special school district with a population of more than one hundred thousand persons would be elected by the governing council.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
