FISCAL ANALYSIS
ASSUMPTION
City officials of Harrisonville, Vandalia, and Frontenac assume no fiscal impact.
St. Clair City officials assume that this proposal would provide cost savings from not having to hold special elections now required when an appointee would serve longer than six months. Officials estimate a cost of a special election at $700 to $800.
Oversight assumes no state fiscal impact.
Oversight will show fiscal impact to certain cities as zero to unknown savings from election cost avoidance. Savings from election costs would only be realized under certain circumstances.

DESCRIPTION
This substitute allows the mayor in third and fourth class cities to fill elective office vacancies with the advice and consent of a majority of the board of aldermen. If the vacancy is the mayor's position, a majority of the board of aldermen must appoint the position.
The board of aldermen may adopt procedures to fill vacancies consistent with this section.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
