FISCAL ANALYSIS
ASSUMPTION
The Department of Transportation (DOT) concurs with the Department of Revenue's response to this proposal.
The Department of Revenue (DOR) assumes this proposal authorizes the DOR to issue a special license plate bearing the emblem of the Missouri Conservation Heritage Foundation. A person wishing to obtain this special plate must pay a $25 emblem use authorization fee to the Foundation.
The DOR Motor Vehicle Bureau (MVB) assumes the Missouri Conservation Heritage Federation Foundation projects approximately eligible applicants for this new license plate type. It is assumed that 5% of these individuals will apply for the special plate. Therefore, the MVB will require 20 hours of overtime for a Clerk Typist to process the additional transactions. In addition the Bureau will incur expenses in the amount of $1,161 for forms postage and $2, 264 for plates and tabs. Oversight assumes the DOR can process the additional transactions with existing resources.
The DOR assumes this proposal requires the payment of an additional $15 fee for this special plate. The DOR estimates the increased revenue to be $5,000 split between the Highway Fund, Cities, and the County Aid Road Trust fund.

DESCRIPTION
This act allows individuals to get special license plates bearing the emblem of the Missouri Conservation Heritage Foundation. A $25 emblem use contribution fee would be made annually to the Foundation by any individual wanting the special plates. All other normal fees would apply, including the fee for personalized plates.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
