FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Economic Development (DED)-Professional Registration (DPR) assume the proposed legislation would result in an increase to the Veterinary Medical Fund, due to the collection of fees for the new licensure classification of veterinary faculty. Based on an estimate from the MO Veterinary Medical Board, DPR assumes there will be approximately five (5) applicants for the veterinary faculty license. In addition, a 3% growth rate has been estimated. The projected revenue reflects an initial fee of $350 for the veterinary faculty license. The annual renewal is estimated at $150.

The Missouri Veterinary Medical Board does not anticipate the need for additional funding to implement this legislation.

It is assumed existing staff would design, program, and implement a computer licensure program. However, if costs are higher than anticipated, further monies will be required.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION

This proposal creates several new provisions in the law relating to the licensure of veterinary medical workers including:

(1) Definition of a Veterinary Candidacy program;

(2) Sets standards and guidelines for becoming a Veterinary Technician; (3) Provides for the practice of veterinary medicine as a corporate employee; (4) Establishes limited licensure;

(5) Establishes new rules for subsequent attempts to pass board examinations; and (6) Provides immunity for a veterinarian acting in good faith in a veterinary emergency situation.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.

This proposal would affect Total State Revenues.
