FISCAL ANALYSIS
ASSUMPTION
Officials of the Joint Committee on Public Employee Retirement have reviewed this proposal and have determined that it does not represent a "substantial proposed change" in future plan benefits as defined in section 105.660(5), RSMo. Therefore, an actuarial cost statement is not required.
Officials of the Office of Administration assume that any fiscal impact would be determined by the St. Louis Police Retirement System.
In response to a similar proposal from the prior session, St. Louis Police Retirement System officials assumed there would be no fiscal impact to the system.
City of St. Louis officials assume that if funds are disbursed, the surplus of the St. Louis Police Retirement System would be reduced, possibly resulting in increased contributions by the City in the future.

DESCRIPTION
The proposal would establish a member's bonus fund within the St. Louis Police Retirement System to which the system's board of trustees could authorize transfers and which could be used to issue a thirteenth retirement check in any year that the system's board of trustees determine that funds are sufficient to do so.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
