FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Economic Development (DED)-Professional Registration (DPR) assume the costs to implement the program in the proposal would range from $48,000 to $60,000 annually. This is based on surveying various states with a similar program. Therefore, for purposes of this fiscal note, it is estimated that costs to enter into a contractual agreement creating, supporting and maintaining a "well-being committee" would be $54,000 per year. The Missouri Dental Board is estimating a fee increase of $5 per year for dental hygienists and $12 per year for dentists to assist in covering the costs associated with this program. DPR estimates the net effect of the proposal would be $980 in FY 01 and ($689) in FY 02.

Oversight assumes the proposal is permissive relating to the establishment of a well-being committee and therefore, has not included associated income and expenses in the fiscal impact specifications below. Furthermore, if the Board would choose to establish such a committee, increased fees should offset any additional expenses.

Officials from the Department of Labor and Industrial Relations (DOL) assume the proposed legislation would have no fiscal impact on its agency.

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal would allow the Missouri Dental Board to establish a "well-being committee" to promote the early identification, intervention, treatment and rehabilitation of dentists or dental hygienists.

This proposal would not affect Total State Revenues.
