FISCAL ANALYSIS
ASSUMPTION
The Department of Health and Missouri Consolidated Health Care Plan assume this proposal would not fiscally impact their agencies.
The Department of Insurance (INS) states that this proposal allows the commission to hire staff that would be paid for by INS. It is unknown how many or what type of staff the commission would decide to hire. INS will request appropriation authority to cover the salaries and expenses of staff hired by the commission.
Based on other joint committees of the general assembly, Oversight assumes this Commission could employ up to three people to perform the duties described in this proposal. Based on that assumption, Oversight estimates that costs associated with this proposal could range from $100,000 to $200,000 annually. Costs would be charged to the Insurance Dedicated Fund.

DESCRIPTION
This proposal creates a Mandated Health Benefits Review Commission (MHBRC), which will evaluate the social and financial impact of bills that propose to mandate the coverage of any
health benefit. Analysis of the act must be done before the act is recommended for passage by the appropriate committee. The MHBRC may request information from any person, state university or agency, as it deems necessary in order to complete it's analysis. The failure of the Commission to complete its analysis before an act is passed by committee will not impair the act from moving through the legislative process.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
