FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Economic Development - Public Service Commission (PSC) assume the proposal would have no fiscal impact on its agency. It would remove three steam heating companies from Public Service jurisdiction.

Oversight assumes that some savings could be realized by the PSC due to fewer entities to regulate; however, any savings would likely be minimal.

Officials from the Department of Economic Development - Office of Public Counsel (OPC) assume the proposed legislation would have no fiscal impact on its agency.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION

The proposed legislation would remove heating companies that serve only commercial, nonresidential customers from the jurisdiction and regulation of the Public Service Commission.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.

This proposal would not affect Total State Revenues.
