FISCAL ANALYSIS
ASSUMPTION
Officials of the Department of Revenue and the Department of Transportation (MODOT) stated that the proposal would not affect their agencies, administratively.
MODOT officials noted that the proposal would conflict with parts of federal law which require that "personal information" be disclosed for certain uses ("...matters of motor vehicle or driver safety and theft, motor vehicle emissions, motor vehicle product alterations, recalls, or advisories, performance monitoring of motor vehicles and dealers by motor vehicle manufacturers, and removal of non-owner records from the original owner of motor vehicle manufacturers..."). Missouri could be fined up to $5,000 per day for each day Missouri law would not be in compliance with federal law. They did note that since Missouri would be in compliance with applicable federal statutes in all other respects, the penalty might not be imposed.

DESCRIPTION
This proposal would prohibit the Department of Revenue from disclosing photographs to entities other than law enforcement agencies, courts and representatives of newspapers and broadcast stations.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total DESCRIPTION (continued)
