HB 1038 -- Kansas City Delinquent Property Taxes

Sponsor: Hoppe

Under current law, all delinquent and back property taxes for
cities are collected, distributed, and disposed of by the county
or counties within which the city is contained. This bill
changes the responsibility to the City of Kansas City instead of
the counties in which the city lies.

The bill establishes a commission for the city called "The Land
Trust of Kansas City" to administer the management, sale, and
other disposition of tax delinquent lands. The bill sets the
membership requirements, responsibilities, compensation,
auditing, and staffing of the commission.

The bill also sets specific processes for the taking of
delinquent tax land and for the inventorying, managing,
maintaining, protecting, renting, leasing, repairing, and
disposing of accumulated land by the Trust.
