This bill authorizes the Governor to sell, transfer, grant, and
convey certain property at the Church Farm Correctional Facility
to any person at public offering.  The Office of Administration
will have the property appraised and set the terms and
conditions of the sale.

All proceeds from the sale will be used for construction or
repair and maintenance of correctional facilities.

FISCAL NOTE:  Estimated Net Income to General Revenue Fund of $0
or $3,200,000 in FY 2000, $0 in FY 2001, and $0 in FY 2002.
Estimated Net Loss to Working Capital Revolving Fund of $0 or
$98,300 in FY 2000, $0 or $101,741 in FY 2001, and $0 or
$105,301 in FY 2002.

This bill authorizes the Governor to sell, transfer, grant, and
convey certain property at the Church Farm Correctional Facility
to any person at public offering.  The Office of Administration
will have the property appraised and set the terms and
conditions of the sale.

PROPONENTS:  Supporters say that this bill allows 1100 acres in
the Church Farm bottom to be sold.  The department no longer
farms it and much of this land is still covered in sand from the
flood of 1993. It is believed that private owners will reclaim
the land and put it back on the county tax rolls.

Testifying for the bill was Representative Gratz.

OPPONENTS:  There was no opposition voiced to the committee.
