CO-SPONSORS: Backer, Hickey, O'Connor, Farnen, Leake, Williams
(159), Champion

COMMITTEE ACTION: Voted "do pass by consent" by the Committee
on Motor Vehicle and Traffic Regulations by a vote of 15 to 0.

This bill requires the Governor to appoint the members of the
Motorcycle Safety Program Advisory Committee and extends the
termination date from August 28, 1999, to August 28, 2002.

FISCAL NOTE: No impact on state funds.

PROPONENTS: Supporters say that the original legislation
includes a sunset clause to assure accountability and to provide
for the ongoing assessment of the effectiveness of the
Motorcycle Safety Program Advisory Committee. It is in the best
interest of the motorcycling public to continue the assessment
function with an extension of the sunset clause to the year 2002.

Testifying for the bill were Representative Backer; Freedom of
Road Riders, Incorporated; and Motorcycle Industry Council.

OPPONENTS: There was no opposition voiced to the committee.

Robert Triplett, Legislative Analyst
