COMMITTEE ACTION: Voted "do pass" by the Committee on Agri-
Business by a vote of 17 to 0.
This bill exempts from the definition of a "grain dealer," as
defined in Chapter 276, any person whose total grain purchases
from producers in his or her fiscal year do not exceed $100,000
and who pays for all grain purchased at the time of physical
transfer of the grain.
HCA 1 -- Increases from $100,000 to $250,000 the amount of grain
purchases a person may make and still be exempt from the
provisions of the grain dealers law.
FISCAL NOTE: Loss to General Revenue Fund of $1,270 in FY 2000,
$1,520 in FY 2001, and $1,520 in FY 2002.
PROPONENTS: Supporters say that the grain dealer law places a
financial burden on small grain dealers and that if purchases by
such dealers are in cash, at the time of physical transfer, such
purchases pose no financial danger to producers.
Testifying for the bill were Representative Kreider; Missouri
Department of Agriculture; and Missouri Farm Bureau.
OPPONENTS: There was no opposition voiced to the committee.
