COMMITTEE ACTION: Voted "do pass" by the Committee on Public
Health and Safety by a vote of 10 to 2.
This bill requires any person licensed by the Division of Liquor
Control to sell or serve alcoholic beverages at an establishment
to post a warning sign stating that alcohol consumption during
pregnancy may cause birth defects. The bill requires that the
sign meet size specifications and be displayed in a conspicuous
place. Failure to post the sign will result in a warning being
issued by the Supervisor of Liquor Control.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that other states, including Florida
and Washington, have legislation requiring the posting of
alcohol warning signs. In states requiring the posting of
alcohol warning signs and the use of other public health
education campaigns, some impact on alcohol consumption of
pregnant women occurred. Supporters also stated that alcohol
consumption by pregnant women can result in the birth of
children with fetal alcohol effects or fetal alcohol syndrome.
Testifying for the bill were Representative Boykins; and
Missouri Advisory Council on Alcohol and Drug Abuse.
OPPONENTS: There was no opposition voiced to the committee.
