HB 767 -- GOVERNMENTAL PROCUREMENT

COMMITTEE ACTION: Voted "do pass" by the Committee on
Governmental Organization and Review by a vote of 6 to 4.
This bill make several changes regarding the Division of Design
and Construction. The bill:
(1) Allows the Director of the Division of Design and
Construction to reject any construction project bid;
(2) Allows projects to be completed by means of more than one
contract;
(3) Allows the director to purchase insurance policies to cover
the risk associated with a project; and
(4) Allows moneys from the State Facility Maintenance and
Operation Fund to be used for the operation of state-leased
facilities.
FISCAL NOTE: Savings to General Revenue of $2,412,687 to
$4,021,145 in FY 2000, $2,473,004 to $4,121,674 in FY 2001, and
$2,534,829 to $4,224,716 in FY 2002.
PROPONENTS: Supporters say that this bill clarifies statutes.
This would make operation easier for state agencies. Low bids
are not always the best. The bill will save the state money.
Testifying for the bill were Representative Lakin; Division of
Facilities Management; and Division of Design and Construction.
OPPONENTS: There was no opposition voiced to the committee.
