FISCAL NOTE: Estimated Net Revenue to Insurance Dedicated Fund of $1,500 in FY 2000, $0 in FY 2001, and $0 in FY 2002.
HB 903 -- GROUP HEALTH INSURANCE SPONSOR: Auer COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Insurance by a vote of 17 to 0. This bill specifies that laws governing discontinuing and extending benefits in group health insurance policies and contracts apply to health services corporations and health maintenance organizations. FISCAL NOTE: Estimated Net Increase to Insurance Dedicated Fund of $1,500 in FY 2000, $0 in FY 2001, and $0 in FY 2002. PROPONENTS: Supporters say that this bill solves the problem of who pays for a person's hospitalization during the change from Company Y's group health coverage to Company Z's group coverage. The bill requires Company Y to pay for the person's hospital stay until their discharge. Company Z will then be responsible for any subsequent hospitalization or rehabilitation services. Current law already treats indemnity companies this way. Testifying for the bill were Representative Auer; Missouri Association of Health Plans; and Department of Insurance.
