HB 929 -- OPEN BURNING IN FRANKLIN COUNTY This bill allows open burning of household refuse in unincorporated areas of Franklin County, except on days between May 1 and September 30 when air quality in the St. Louis nonattainment area is projected to exceed the federal 8-hour ozone standard. Open burning will no longer be permitted when the county population exceeds 100,000.

This bill allows open burning of household refuse in unincorporated areas of Franklin County, except on days between May 1 and September 30 when air quality in the St. Louis nonattainment area is projected to exceed the federal 8-hour ozone standard. Open burning will no longer be permitted when the county population exceeds 100,000. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that open burning in outlying areas provides a reasonable alternative to trash collection and will not affect air quality in St. Louis.
