Currently, 4 members of the board of trustees of the Public
School Retirement System of the City of St. Louis are appointed
by, and serve by virtue of their tenure on, the city school
district board.  This bill permits the district board to appoint
other qualified individuals and removes the requirement that
such retirement board members may only hold their retirement
board position while a member of the school board.

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Retirement by a vote of 7 to 0.

Currently 4 members of the board of trustees of the Public
School Retirement System of the City of St. Louis are appointed
by, and serve by virtue of their tenure on, the city school
district board.  This bill permits the district board to appoint
other qualified individuals and removes the requirement that
such retirement board members may only hold their retirement
board position while a member of the school board.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that last year SB 781 enacted a
transition schedule to reduce the number of members of the City
of St. Louis school board.  When the transition to a smaller
school board is complete, there will be 7 members.  The
retirement board statute as currently written would require more
than half of the school board to be members of the retirement
board as well, which will place an additional burden on the
school board members and may make it more difficult to find
people willing to run for the school board.  The bill will
enable the school board to appoint other appropriate
representatives.
