This proposed constitutional amendment requires the Board of
Curators of the University of Missouri to submit a budget, by
campus, which is to provide certain information for the previous
and current fiscal year.  Required information includes:

(1)  Allocation of appropriations approved by fund source and
fund expenditure by the General Assembly;

(2)  Actual distribution of appropriations by fund source and
fund expenditure; and

(3)  All revenue sources and corresponding expenditures from
such sources.

Unexpended moneys, by fund, and the ultimate purpose such moneys
were expended are to be reported to the General Assembly.  All
budget requests and reports made by the University to the
General Assembly are to be in a form to allow comparison and
analysis of current budget requests and expenditure reports,
with previous budget requests and expenditures reports, on a
year-to-year and campus-to-campus basis.  All required
information is to be provided to the General Assembly by
November 1 of the fiscal year.
