ASSUMPTION
Officials from the Missouri Lottery Commission did not respond to our fiscal impact request.
Officials from the Department of Agriculture and the Department of Corrections did not respond to our fiscal impact request. However, in response to a similar proposal from a prior session, these officials assumed the proposal would have no fiscal impact on their agencies.
Officials from the Office of the Governor, Office of the Lieutenant Governor, Missouri House of Representatives, Missouri Senate, Office of the Attorney General, State Auditor's Office, Secretary of State's Office, State Treasurer's Office, Office of the State Courts Administrator, Missouri Tax Commission, Missouri Gaming Commission, Office of Administration, Departments of Mental Health, Health and Senior Services, Higher Education, Insurance, Labor and Industrial Relations, Conservation, Economic Development, Elementary and Secondary Education, Transportation, Revenue, Public Safety, Social Services, and Natural Resources assume the proposal would have no fiscal impact on their agencies.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal provides that department and division directors may exempt themselves and their staffs, in addition to supervisors, human resource managers, professional employees, security guards, capitol police, park rangers, conservation agents, Missouri correctional officers and probationary employees from union membership. It also prohibits payroll deductions for labor organization service fees and further provides that no state employee shall be required to pay any type of fee to a labor organization, nor will be required to join a union in order to be employed.
This proposal is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
