ASSUMPTION
Officials of the Office of the Governor assume if they would have to review the status of all ex-offenders and determine whether steps need to be taken to allow them to vote would have fiscal impact. Officials stated there are approximately 17,000 offenders released from custody each year.
Officials estimate that in FY 2004 they would need a total of 13 FTE, (legal counsels) to review the existing backlog of cases and the 17,000 offenders released annually Officials estimate costs for 13 FTE for 10 months of FY 2004 at $555,208. In FY 2005 only 3 legal counsel would be needed at a total cost of $157,594: and $161,534 in FY 2006. Fringe benefit costs would be $224,693 in FY 2004: $63,778 in FY 2005, and $65,373 in FY 2006. Equipment and Expense costs are estimated at $51,084 in FY 2004: $2,781 in FY 2005; and $2,866 in FY 2006.
Officials of the Office of Administration assume no fiscal impact.
Secretary of State officials assume no fiscal impact.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
The act provides that a person convicted of a felony shall not vote until such time as the
Governor grants a pardon, commutation of sentence or a reprieve to such person. Currently, a
person convicted of a felony is prohibited from voting until the person finishes the sentence or, if
on probation or parole, until the person is finally discharged from probation or parole.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
