ASSUMPTION



Officials of the Kansas City Manager's Office assume no fiscal impact.



Officials of the City of St. Louis stated that this proposal could cause a drag on housing values in city neighborhoods and in turn lead to a reduction in property tax receipts. Similarly, those sales taxes and other revenues generated by the typical city resident could also decline. Officials stated the costs of this legislation are not quantifiable. Officials assume the fiscal impact would be negative.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act prohibits the City of St. Louis, Kansas City, and any board or commissions in those cities from requiring peace officers to reside within the limits of the but may require peace officers to live within the state.

Officers may not be discriminated against based on their place of residence. However, political subdivisions may provide incentives to encourage officers to live within the jurisdiction. The provisions of the act shall not apply to the use of department property.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
