ASSUMPTION
Officials from the Office of the Governor, Office of Administration - Division of Design and Construction, Department of Corrections, Department of Economic Development - Missouri Development Finance Board and the County of Cole assume the proposal would have no fiscal impact on their offices.
Officials from the Office of the Attorney General assume any potential costs arising from this proposal can be absorbed with existing resources.
Oversight assumes the conveyance to the Missouri State Penitentiary Redevelopment Commission will carry out the provisions of section 217.905, RSMo, which was enacted into law in 2001.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal authorizes the Governor to convey to the Missouri State Penitentiary Redevelopment Commission certain state property located in Cole County known as the Missouri State Penitentiary. The proposal allows for the property to be parceled out and conveyed at different times. Consideration for the conveyance shall be the redevelopment of the property in accordance with section 217.905, RSMo. The Commissioner of Administration shall set the terms and conditions for the sale. The attorney general shall approve the form of the instrument of conveyance.
This proposal repeals the authority of the Governor to convey certain tracts of land owned by the state in Cole County to either the General Services Administration or the Missouri Development Finance Board.
This proposal is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
