ASSUMPTION
Officials from the State Public Defender, the Department of Public Safety - Missouri State Highway Patrol, the Department of Health and Senior Services, the Office of State Courts Administrator, the Department of Corrections and the Office of Prosecution Services state this proposal would not fiscally impact their agencies.

FISCAL IMPACT - Small Business
Small business which sell products with ephedrine may need to modify their counters so they could keep these products behind the counter.
DESCRIPTION
This act requires ephedrine and ephedrine based products that are sold to be placed behind the counter. The offenses are as follows: $250 fine for the first offense; $500 for the second offense; and $1000 for the third offense.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
