ASSUMPTION
Officials from the Department of Public Safety - Veterans Commission stated that this proposal would have no fiscal impact on their agency
Section 59.480
Officials from the Jefferson County Recorder of Deeds stated that their office already files discharges separate from the land records, etc. Copy requests (of which they have very few) via special form will cause no fiscal impact to their office.
Officials from the Cass County Recorder of Deeds indicated this proposal would have no fiscal impact on their office.
In response to a similar proposal, officials from the Greene County Recorder's Office indicated it would be difficult for their office to determine the fiscal impact of this proposal. Maintaining the required form would take more clerical time and file space. Computer programming changes would also have to be implemented to maintain a separate file for the military discharge images. Between January 2000 through December 2002, their office recorded 251 military discharges and ASSUMPTION (continued)
made 720 certified copies for veterans.
Oversight assumes total costs to local recorder's offices would not exceed $100,000.
Section 160.360
Officials from the Department of Elementary and Secondary Education (DESE) stated that they could not determine the number of diplomas to be issued, but indicated there would be costs related to issuing diplomas, amending the application procedure, and to publicize the program. DESE anticipated costs could likely exceed $100,000.
Oversight assumes that, based on the limited number of additional of war veterans and civilian POWs that might participate in the program, any costs to DESE associated with the program could be absorbed.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
Section 59.480
This proposal would enact new provisions which regard the county recorder of deeds' responsibilities pertaining to the filing of certified military discharge documents, including a prohibition on any reproduction or use of military discharge documents for any commercial or speculative purposes.
Section 59.490 (REPEAL)
The proposal repeals current law requiring the recorder to maintain a list of all military discharges and requiring the records to be open to the public.
Section 160.360
Current law permits veterans of both world wars and the Korean War who entered the military before graduating from high school to receive an honorary high school diploma. This proposal
deletes references to specific wars to permit any veteran who left high school to enter the military to apply for an honorary diploma.
Section 170.049
This proposal requires the board of each public school district to require each district school to devote one class period to an observance of the significance of Veterans Day.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
