ASSUMPTION
Officials from the Office of the Governor, Department of Public Safety (DPS) - Division of Fire Safety, DPS - Missouri State Highway Patrol, Office of Lieutenant Governor, State Emergency Management System, Columbia Police Department, Department of Natural Resources, St. Louis Metro Police Department and Springfield Police Department assume the proposal will have no fiscal impact on their organizations.
Officials from the Missouri Department of Conservation (MDC) state the proposed legislation would not appear to have a fiscal impact on MDC funds.
Officials from St. Genevieve County Memorial Hospital did not respond to our request for a statement of fiscal impact. However, in response to a similar proposal from this session, officials stated there would be some costs associated with the proposal. However, an amount could not be determined.
Oversight assumes any costs associated with the proposal would be minimal and could be absorbed within existing resources.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal allows the executive officer of a political subdivision to enter into agreements for reciprocal emergency aid without approval of the Governor. Licensed ground ambulance services may transport patients from a hospital to another hospital in their service area in political subdivisions that have reciprocal emergency aid agreements.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
