ASSUMPTION
Officials of the St. Louis Metropolitan Police Department stated that by changing the words from may to shall would have substantial fiscal impact. Officials stated that to require "equivalent compensation in lieu of the actual holiday" would be difficult to estimate the impact, however, officials estimate impact in the "neighborhood of $1,000,000" annually.
Police officials stated that the Department provides the vacation and holidays described in Section 84.140. This proposal would remove the discretion of the Board to reduce expenditures by limiting leave time. Each day of vacation or holiday time costs the Department approximately $268,000 in lost patrol time.
Oversight will show fiscal impact to the City of St. Louis to be "Up to $1,000,000".
Oversight assumes no state fiscal impact.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act removes the deference given to the Board of Police when granting paid vacation based
on the number of years of service by the member and only applies to the St. Louis City police
department. Further, the act removes the deference given to the board when granting paid
holidays to the member, but allows for compensation time in lieu of the actual holiday.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
