ASSUMPTION
Officials of the St. Louis Metropolitan Police Department Police officials stated that the Department provides the vacation and holidays described in Section 84.140. This proposal would remove the discretion of the Board to reduce expenditures by limiting vacation for officers with fewer than 21 years of service and limiting holidays for all members of the police force. Each day of vacation for officers with under 21 years of service costs the Department approximately $184,000 in lost patrol time. Each holiday costs the Department approximately $268,000 in lost patrol time.
Oversight assumes this proposal removes the discretion of the Police Board to reduce expenditures by limiting vacation and holiday time. According to officials they currently provide for the holiday and vacation time described in Section 84.140. Oversight assumes no fiscal impact. Oversight assumes no state fiscal impact.

DESCRIPTION
This act only applies to the St. Louis City police department. It removes the deference given to the Board of Police when granting paid vacation based on the number of years of service by the member. Further, the act removes the deference given to the Board when granting paid holidays to a member
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
