ASSUMPTION
Officials from the Office of the State Courts Administrator assume the proposal would have no fiscal impact on the courts.
Officials from the Department of Economic Development - Division of Professional Registration (DPR) state this proposal allows the Missouri Office of Athletics to have general charge and supervision of professional ultimate fighting contests held in the State of Missouri. DPR states the Office of Athletics estimates there will be approximately 15 professional ultimate fighting contests held in Missouri per year. DPR estimates that a $750 permit fee will be charged for each event in order to cover the costs associated with administering the event. DPR assumes a 3% growth rate. DPR further assumes that all costs can be covered by the board's current appropriation. DPR notes if this is not the case, additional appropriation to cover travel and inspector expenses will need to be requested.
Oversight assumes the proposal could cause a fiscal impact on the Secretary of State's Office, in FY 2004, resulting from DPR promulgating rules in the Missouri Register and the Code of State Regulations. Oversight assumes the Secretary of State's Office (SOS) could absorb the costs of printing and distributing regulations related to this proposal. If multiple proposals pass which require the printing and distribution of regulations at substantial costs, the SOS could request ASSUMPTION (continued)
funding through the appropriation process. Any decision to raise fees to defray costs would likely be made in subsequent fiscal years.
This proposal will increase total state revenue.

DESCRIPTION
This proposal adds the definition of "professional ultimate fighting" to state law. The proposal requires the Division of Professional Registration to supervise, license, establish rules, charge fees, assess taxes and issue permits for contests concerning the sport of professional ultimate fighting. Amateur ultimate fighting is exempted from Chapter 317, RSMo. Combative fighting is prohibited. Further, a court of competent jurisdiction may grant an order to enjoining individuals or entities in regard to ultimate fighting under this proposal.
