FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Elementary and Secondary Education (DESE) stated that this proposal would have no fiscal impact on their agency or on school districts.



Officials from the Parkway C-2 School District indicated there would be no fiscal impact to their district.



Officials from the Kansas City, Missouri School District and the Saint Louis Public Schools responded concerning the rising costs of special education, but did not state specific fiscal impact to their districts.



Officials from the Nixa R-II School District indicated they would have to amend their Early Childhood budget, which would be an impact of from $10,000 to $12,000.



Officisl from the Special School District of Saint Louis County assumed this proposal would result in additional cost to the state and federal governments for Early Childhood funding.



Oversight had further discussion with DESE officials who indicated that the school districts may be looking at the changes that occurred as a result of SB 874 from last session and DESE officials further reiterate that there are no costs associated with this proposal.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal requires that a student's individualized education program (IEP) committee give due consideration to maintaining a private placement option for the remainder of the school term when a child reaches the age of three during a school term. Further, the proposal removes language from the section which specifies that preference shall be given to the continuation of services with the student's private provider unless the cost exceeds the average per student cost of early childhood education in the district.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
