ASSUMPTION
Officials of the Department of Higher Education, the Department of Transportation, the Department of Labor and Industrial Relations, the Department of Mental Health, the Missouri Conservation Department, the Office of the Governor, and the Missouri Senate stated that the proposal would have no direct fiscal effect on their agencies.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would require that all appointments made by the Governor under terms of section 51 of article IV of the state constitution be made with the advice and consent of the state Senate other sections of law notwithstanding.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
