ASSUMPTION
Officials from the Office of State Courts Administrator assume the proposed legislation would require suspension of a person's drivers license for a conviction for failure to pay for gas. However, the CTS assumes any additional costs to the courts would not be significant and could be absorbed.
Officials from the Department of Revenue (DOR) note this legislation would create a new six month and one-year drivers license suspension. New codes and actions types would have to be developed for the Missouri Driver License System (MODL) for the conviction of stealing gas from a gas station. The DOR anticipates that there would not be a large volume of these offenses therefore the impact would be minimal. The additional convictions could be processed with existing resources.
Officials from the Department of Transportation concur with the Department of Revenue's response to this proposal.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
Under this proposal, a person who has been convicted of stealing gas from a gas station will have his or her driver's license suspended. The person's first suspension shall be for a period of six months. The second or subsequent suspension will be for a period of one year. An individual will have to pay $25 to have his or her license reinstated after the suspension period.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
