ASSUMPTION
Officials from the Office of Administration - Division of Design and Construction (COA), Department of Economic Development (DED), Department of Revenue (DOR), Office of the State Treasurer (STO), Department of Labor and Industrial Relations (DOL), Joint Committee on Capitol Improvements (JCC), Missouri House of Representatives (MHR) and the Missouri Senate (SEN) assume this proposal would have no fiscal impact on their agencies.
Officials from the Office of the State Treasurer (STO) and the Department of Revenue (DOR) did not respond to our fiscal note request, but Oversight assumes they would have minimal impact as a result of this proposal.
Oversight assumes the Workers Memorial Committee will be assigned to the appropriate state agency to carry out the responsibilities in this proposal. Oversight assumes when the nature of the memorial is decided upon, money will be appropriated from the General Revenue Fund to fund the administrative costs and the cost of construction. For purposes of the fiscal note, Oversight assumes this transfer would take place in FY 01.
Oversight assumes the Workers Memorial Fund would retain interest earned and accept gifts and donations. Oversight also assumes unknown costs in subsequent years would be paid from the fund balance in the fund.
Oversight obtained costs to construct such a memorial from the Office of Administration - Division of Design and Construction. These costs were based on a law enforcement memorial that was built on the Capitol grounds in 1994 for a cost of $150,000. This amount did not include costs for the plans/specifications, which were donated by an engineer. Since construction would most likely occur in FY 01, costs are estimated at $200,000, plus a 10% fee for design costs, for a total of $220,000.
Oversight further assumes any meeting costs for the five members of the committee could be absorbed and has not included such costs in the fiscal impact specifications below.

DESCRIPTION
This bill requires that a permanent memorial for workers killed or injured on the job in Missouri be established on the grounds of the state capitol. It would create the Workers Memorial Committee to organize a competition to select a design. It would establish a "Workers Memorial Fund" in which money from state appropriations, gifts, grants and devises may be deposited.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
This proposal would not affect Total State Revenues.
