ASSUMPTION
Officials from the Missouri Consolidated Health Care Plan, the Missouri Department of Conservation, the Department of Transportation, the Department of Public Safety - Missouri State Highway Patrol, and the Department of Insurance assume the proposed legislation would have no fiscal impact on their agencies.
Officials from the Department of Mental Health (DMH) assume this proposal would have no fiscal impact on its agency since physicians employed by the DMH don't typically refer clients to other physicians.
Officials from the Department of Social Services (DOS) assume this proposal would have no fiscal impact on its agency. The proposed legislation does not expand Medicaid services or eligibility. It requires physicians to disclose information to their patients; any costs that might occur from this requirement would be an additional cost to the physician.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This legislation shall be known and may be cited as the "Patient Protection Act of 2000". When referring patients to other health care providers, as defined in section 538.205, RSMO, any
referring physician must disclose to such patient, specifically and in writing of any affiliation, common employer or employers, or financial interest the referring physician might have with the health care provider to which the patient is being referred.
If the physician fails to provide the information required in subsection 2 of this section, then a patient may report the physician to the state board of registration for the healing arts.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
