ASSUMPTION
The Department of Revenue (DOR) assumes the Motor Vehicle Bureau (MVB) will incur expenses of $446 for postage and forms to notify field offices of new procedures for replacing stolen license plates at no fee.
The MVB reports there were approximately 8,862 license plates stolen in FY 1998. The MVB assumes there will be a two percent increase in the number of replaced stolen plates annually. Currently the fee to replace stolen plates is $8.50. Accordingly, the DOR estimates the loss of revenue from eliminating the replacement fee to be $66,623 in FY 2001, $81,558 in FY 2002, and $83,189 in FY 2003. This amount would be split between the Highway Fund, Cities, and the County Aid Road Trust Fund.
The Department of Transportation concurs with the Department of Revenue's response.
