ASSUMPTION
City of St. Louis officials assume no fiscal impact.
The Office of Kansas City Manager officials assume no fiscal impact from this proposal.
City of Springfield officials stated that this proposal will "allow for some return on the large investment made by Springfield, Missouri to create the basis for a GIS system including many records such as zoning maps, census information, plats and legal descriptions, parcel numbers, topography, demographics, drainage areas, street systems, some utility information, school district information, and the assessor's records. Springfield has reportedly spent millions on its system so far, and is looking for a source of revenue to fund additional updates and areas of data to be added. Although the exact amount is unknown, Springfield estimates revenue being generated in the first year in the amount of $25,000.00 from the sale of licenses to manipulate this information by computer based on the number of inquiries to date. It is hoped in future years that more would be recovered of the public investment in this system once the community learns of the value of possessing a license and we could anticipate this reaching $50,000 to $100,000 a year as costs are better captured for use in calculating the license charge." Officials anticipate licenses would be purchased by planners, architects, engineering firms, contractors and real estate agents. The exact amount of new revenue for cities would of course be unknown until the number of licenses purchased each year is established.
Officials stated this will have no impact on expenditures except for the cost of administering the license and calculating the proper fee each year to be charged based on costs, amortization, etc. This should not exceed the funds paid for licenses.
Officials of the Platte County Commission assume no fiscal impact from this proposal.
Oversight assumes this proposal is permissive and would have no fiscal impact on the City of Springfield and first class non-charter counties.
Oversight assumes this proposal would allow the governing body of certain cities and first class non-charter counties to create a geographical information system and to recover the actual cost of producing that information by charging a reasonable fee that could not exceed the cost of time, equipment, and personnel used in the production of the information.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
Under current law, Kansas City and St. Louis have the ability to develop geographic information systems and the ability to charge for the use of the information. Geographic information systems link maps with other data about an area (population, land use, etc.). This act extends that authority to Springfield and first classification non-charter counties (Greene, Jasper, Camden, Cole, Boone, Jefferson, Franklin, Cape Girardeau, Cass, Clay, Platte and Buchanan).
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
