ASSUMPTION
Officials of the Department of Elementary and Secondary stated that there could be minor costs to the State Board of Education to issue diplomas; however, they would expect school districts to issue diplomas and do not expect costs to so great that the districts could not absorb the costs.
Officials of the Department of Public Safety - Veterans' Commission anticipate a one-time cost of $3,750 to help eligible veterans to locate information needed to validate claims for diploma.
Officials of the Department of Public Safety - Missouri National Guard (MNG) noted that there are about 124,500 veterans of World War II living in Missouri. They anticipate that some would not have proof of military service and would therefore need verification from the Office of the Adjutant General, which, under sections 41.170 and 41.180, RSMo, is required to maintain war records for Missouri citizens' entry service.
MNG officials anticipate needing two Clerks II for one year (September 2001 to September 2002) who would research war records, verify honorable service and certify veteran status.
Oversight assumes that the Adjutant General will verify military service, when verification is required. Oversight has also adjusted fringe benefits to account for the temporary status of the employees.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would allow the State Board of Education or a school board to award an honorary high school diploma to any "Missouri World War II" veteran who:
1) actively served in the armed forces between December 7, 1941, and December 31, 1946;
2) was honorably discharged;
3) attended high school in Missouri but left before graduating to serve in United States armed forces; and
4) did not graduate from high school as a result of military service.
A veteran could apply to the State Board of Education or to a school board in the district where the veteran attended school.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
