ASSUMPTION
Officials of the Department of Elementary and Secondary stated, in responses to similar proposals, that there could be costs to the State Board of Education and school boards to issue diplomas; however, they do not expect costs to so great that the State Board and the districts could not absorb the costs.
Officials of the Department of Public Safety - Veterans' Commission anticipated a one-time cost of $8,000 to help eligible veterans to locate information needed to validate claims for diploma.
Officials of the Department of Public Safety - Missouri National Guard (MNG) noted that about 438,000 Missourians served during World War II and 124,500 veterans of World War II are living in Missouri. They anticipate that some would not have proof of military service and would therefore need verification from the Office of the Adjutant General, which, under sections 41.170 and 41.180, RSMo, is required to maintain war records for Missouri citizens' entry service. They would not anticipate the addition of World War I veterans as eligibles for or the awarding of posthumous diplomas to materially affect the administrative effect on their office.
MNG officials anticipate needing two Clerks II for one year (September 2001 to September 2002) who would research war records, verify honorable service and certify veteran status.
Oversight assumes that the Adjutant General will verify military service, when verification is required. Oversight has also adjusted fringe benefits to account for the temporary status of the employees.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would allow the State Board of Education or a school board to award an honorary high school diploma to any honorably discharged Missouri World War I or World War II" veteran who:
1) actively served in the armed forces between April 6, 1917, and December 31, 1921 or between December 7, 1941, and December 31, 1946;
2) attended high school in Missouri but left before graduating to serve in United States armed forces; and
3) did not receive a high school diploma.
A veteran could apply to the State Board of Education or to a school board in the district where the veteran attended school. A veteran who would die between the time of applying for a diploma and its award could receive the diploma posthumously. Family members and next of kin of deceased veterans could apply for posthumous award of diplomas.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
