FISCAL ANALYSIS







ASSUMPTION



Officials of the Department of Revenue assume this proposal would have no administrative impact to their department. Officials stated, "after discussions with the Missouri Secretary of State's office, it appears that this repeal of Missouri law would not dissolve the requirements of the National Voter Registration Act of 1993". Officials stated that according to the Secretary of State officials, the Driver and Vehicle Services Bureau would continue to be required to register voters for federal elections as the federal law would continue to mandate the registration of these voters.



Secretary of State officials assume there would be no fiscal impact to their office.



St.Louis County Board of Election Commissioners stated that in the year 2000 alone, 33,351 county residents registered to vote at a Department of Motor Vehicle Registration site. Officials assume that motor voter registration is mandated by federal law and assume this proposal would have no fiscal impact.





Kansas City Board of Election Commissioners assumes that this proposal would have no fiscal impact, however, officials stated that several states have tried to repeal the National Voter Registration Act from their local law, and found themselves running a dual registration system at considerable costs to their state.



The Cape Girardeau and Cole County Clerks assume any fiscal impact would be some insignificant savings in postage costs. Officials assume no fiscal impact.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposal repeals Missouri's motor vehicle voter registration program.



This legislation is federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
