ASSUMPTIONS
In response to a previous version of this proposal, officials from the Department of Higher Education, Southwest Missouri State University, Truman State University, the University of Missouri, and the Department of Elementary and Secondary Education assume this proposal would have no fiscal impact on their organizations.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would revise the treatment of American Sign Language in Missouri higher education institutions. American Sign Language would be recognized as a language, and higher education institutions would be allowed to accept proficiency or training in American Sign Language in place of foreign language study requirements.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
