ASSUMPTION
Officials from the State Treasurer's Office (STO) assume this proposal would not fiscally impact their agency.
Secretary of State (SOS) officials assume this proposal creates the "Older Visually Impaired Missourians Fund" and the Division of Family Services would promulgate rules to implement this proposal. Based on experience with other divisions, the rules, regulations and forms issued by the Division of Family Services could require as many as 20 pages in the Code of State Regulations. For any given rule, roughly 50% more pages are published in the Missouri Register as are in the Code because of publication of notices, cost statements and fiscal notes, which are not published in the Code. The estimated cost of a page in the Missouri Register is $23.00. The estimated cost of a page in the Code of State Regulations is $27.00 for an estimated cost of $1,230 in FY 2003. The actual cost could be more or less than the numbers given. The impact of this legislation in future years is unknown and depends upon the frequency and length of the rules filed, amended, rescinded or withdrawn.
Oversight assumes the SOS could absorb the costs of printing and distributing regulations related to this proposal. If multiple bills pass which require the printing and distribution of regulations at substantial costs, the SOS could request funding through the appropriation process. Any decisions to raise fees to defray costs would likely be made in subsequent fiscal years.
Officials from the Department of Social Services (DOS) assume this proposal would provide state services for those individuals for whom there is insufficient federal funding to provide services. The federal program is authorized as Independent Living Services for Older Individuals who are Blind, Title VII, Chapter 2 for the Rehabilitation Act of 1973 as amended.
DOS further assumes any revenues placed in the "Older Visually Impaired Missourians" would be utilized by the Division of Family Services to provide the services listed in this proposal. Since the costs of providing these services are offset by revenues, the fiscal impact is $0. The revenues are unknown.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal creates the "Older Visually Impaired Missourians Fund" to be used for services to
those who have experienced irreversible vision loss. A new Section 209.343 is created for the
Fund, which will be administered by Rehabilitation Services for the Blind. Subject to availability
of funds, the Department of Social Services must develop a program to provide specific services,
such as screening, treatment, training, and public education. The Department may contract for
such services and may make rules for the program.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
