ASSUMPTION
Officials from the Coordinating Board for Higher Education and the University of Missouri indicate this proposal would have no fiscal impact on their agencies.
Officials from the Department of Elementary and Secondary Education assume that as written, this proposal would allow the University of Missouri - Rolla (UMR) to sponsor charter schools in the Kansas City and St Louis school districts. DESE assumes university staff time would need to be allocated to the review of potential applications, as well as the time necessary to provide guidance to the sponsored schools.
Officials from the University of Missouri - Rolla (UMR) indicated that there would be start-up costs as well as on-going costs to set up and maintain an office to deal with charter school issues. Oversight assumes that costs would be reimbursed by the education company that would manage the schools. Also, since the language in the proposal is permissive, Oversight assumes no fiscal impact to the university.

DESCRIPTION
This proposal would allow the University of Missouri-Rolla campus to sponsor charter schools in St. Louis City and Kansas City Missouri School District.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
