ASSUMPTION
Officials from the Department of Health and Senior Services (DOHSS) state that the proposed legislation would transfer program authority from within the department's Institutional Services Program to the Department of Economic Development - Division of Professional Registration (DED - PR). DOHSS indicates there would be a transfer of General Revenue funding from DOHSS to DED - PR in the approximate amount of $100,000 for four FTE and related equipment and expense.
Since the licensing and regulation of nursing home administrators is already established within
the Department of Health and Senior Services, officials from the Department of Economic Development - Division of Professional Registration assume that the necessary appropriation amount will be transferred from the Department of Health and Senior Services to the Division of Professional Registration. The division assumes that this appropriation amount will include, at a minimum, the necessary personal service, expense and equipment and FTE to cover the following expenses: 1. Per diem for board members; 2. Expense reimbursement for board members; 3. Printing and postage; 4. Board meeting expenses; 5. Executive Director and Licensing Technician; 6. Investigative Services; 7. Attorney General's Office; 8. Division and Department overhead; 9. Cash receiving room (renewal and mail processing). The division assumes that funding will be offset by the licensing fees. The division assumes approximately 1,653 current licensees. |
Oversight assumes GR funding is offset by fee income from applications for licenses and license renewal fees nursing home administrators. Oversight assumes that in the future, legislation may be proposed that would allow fees to be set by the Board of Nursing Home Administrators at a level to produce revenue sufficient to cover the cost and expense of administering the program.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would move the Missouri Board of Nursing Home Administrators from the Department of Health and Senior Services to the Division of Professional Registration within the Department of Economic Development. In addition, members would be appointed by the Governor with the advice and consent of the Senate.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
