JEFFERSON CITY — The Missouri Senate reconvened on Tuesday, April 2, 2013, giving lawmakers a chance to spend extra time in their districts over the Easter holiday weekend. Upon returning to the Capitol, Sen. Nasheed presented and testified, along with St. Louis City Treasurer Tishaura Jones, on behalf of Senate Bill 423 before the Senate Jobs, Economic Development and Local Government Committee. The bill, sponsored by Sen. Nasheed, is intended to provide the St. Louis City Treasurer’s Office operational flexibility in collecting parking meter violations, as well as combine the parking enforcement and parking meter divisions under the single heading of a parking operations division. The next step in the legislative process will move the measure out of committee, onto the Senate floor for possible debate.
On Thursday, April 4, 2013, Sen. Nasheed sent a letter to the Chairman of the Senate Veterans’ Affairs and Health Committee, attaching a substitute bill to replace her Medicaid expansion legislation, Senate Bill 131. The substitute legislation would expand Medicaid benefits in accordance with the provisions of the Affordable Care Act, and would sunset one year after the effective date unless reauthorized by the General Assembly. By offering the substitute bill, Sen. Nasheed increased the likelihood of a hearing on Medicaid expansion before the end of session.
Sen. Nasheed’s strong support enabled the passage of Senate Bill 112, which importantly extends the life of New Markets tax credits that are used for urban development. The Missouri New Markets tax credit program has greatly assisted areas of the 5th District, such as Washington Avenue, with revitalization. While the current form of the bill reduces the annual fiscal cap from $25 million to $15 million, the program would still be available for use by those companies and investors known as Community Development Entities, or CDEs, seeking to reinvest in low-income properties.
Also last week, Sen. Nasheed convened a meeting of key lawmakers and state officials to begin focusing on projects in the city that could possibly be built with the proposed $1.2 billion bond, with a focus as well on ensuring minority and women inclusion.
